Another a mistake in protocol document in section 3.2.1

In the section 3.2.1, it said:
Proxy tickets SHOULD begin with the characters, "PT-". Proxy tickets MUST begin 
with either the characters, "ST-" or "PT-". 

Which statement should be the right one??
