ServiceTicketImpl constructor is protected

A service ticket should never be constructed without a corresponding
TicketGrantingTicket, thus the constructor is protected. If a ServiceTicket
is needed, it should be granted from an existing TicketGrantingTicket (see
TicketGrantingTicket.grantServiceTicket).
