Blackboard CE 6 + CAS

We've been struggling with this for a few days and we just can't seem to wrap
our head's around it. The instructions on devnet are for Vista integration with
CAS and there are some differences between the two products that have us
tripped-up.

Has anyone managed to integrate CAS 3.0.7 with Blackboard CE 6? In particular,
it's the institution ID that has been (what we believe) the cause of the
problem. In Vista it is a long string of digits, but in CE6 it is filled with a
lot of special characters (colons particularly) that, regardless of what we try
in the allowed-services.xml file we can't get it to allow Blackboard as an
authorized service.
