CAS Build Error w/ maven

I am working to implement CAS 3.1 with support for Radius, yet every
time I attempt to build CAS using maven ('mvn package' from the
CAS_HOME/cas-server-webapp directory or 'mvn package install' from the
CAS_HOME directory) I receive the error:

[INFO] The plugin 'org.apache.maven.plugins:maven-resources-plugin' does
not exist or no valid version could be found

Has anyone else experienced this error?
