jasig maven2 repository incomplete

Robert,

The cas-server-core-3.1 appears to be available and downloadable when I
tried it.  There may have been a network issue.

The cas-client-2.1.1 is not in JA-SIG's repository but it is available in
the public Maven2 repository and the Ibiblio repository so it should be
downloaded.
