How do I activate the new RESTful api?

/cas/tickets does nothing useful for me.

I found restlet-servlet.xml in WEB-INF, but darned if I know what to do with
it. Dropping it into WEB-INF/spring-configuration did not seem to be enough.

Any tips on how to liven up the new RESTful api for testing?
