CAS manual enhanced to document configuration of TGT timeout

Just a quick note to say I added a page to the CAS manual with a how-to 
for configuring CAS single sign on session (ticket granting ticket) timeout.

It was a question I answered for someone off-list and it seemed a 
worthwhile addition to the manual.  My apologies if this duplicates 
something that was already there (didn't find it on a quick look) and of 
course I hope this will be edited and improved and merged into the 
ongoing CAS manual efforts.
