How do I activate the new RESTful api?

I just realized I never responded to this.  So short term it looks like
we're going to need to append that ticket identifier, which seems wrong.

Are you on the restlet mailing lists at all?  If so can you ask them about
this?  Otherwise I'll join the list to ask.
