server url - where set?

I have written some simple jsp apps that use castools.jar and castools.tld for authentication.  I have been asked to test these apps against a new version of our campus server.  The problem is, I can't find anywhere in the application or tomcat configuration files where the connection url is specified.  They just seem to "know" the address.  There is a pointer to the tag library itself, but it's content is not viewable.  I'm stumpted.  Can anyone offer a suggestion of where to look next?
