Missing resources directory in JA-SIG CAS 3.1 client

We could if people want us to. In general I think I'd prefer to see them in
wiki (and maybe this means including a more explicit link in the README to
point to the wiki) since the wiki is maintained by everyone so if I forget
to update the file in the release odds are someone has updated it in the
wiki. And trust me, there will be at least one time where I forget to
update the resource directory ;-)
