Can LogoutRequests sent back to services be turned off?

Hello,
CAS posts LogoutRequest xml to each service associated with an expired TGC.

Can this functionality be configured off? We are not using single sign out
at this time and the CAS server has no ability to initiate connections to
external hosts. In our case it does not even have access to DNS to resolve
the service url. The behaviour we are seeing is that cas works fine for
login, but when the user logs out, the logout never returns as on the
backend CAS is trying to post LogoutRequests to unresolvable endpoints.
