CAS web services

[Scott Battaglia]

The xFire stuff or the Apache xcf stuff should work in the newest versions
of CAS (maybe with minor changes).  That said we will be offering the
RESTful API which should be easier to use with non Java applications.
I'm hoping to have another RC out in a day or two.
