services management postgres config

With our experience, the postgres jdbc library has a rather strict  
version scheme. If you choose the wrong version that cannot match  
your database version, it won't work. So try some different versions  
of postgres jdbc library any you will finally get the right one :-)

Our environment is:

- postgres (PostgreSQL) 8.2.6
- postgresql-jdbc-8.2.506.jar
