Governance on the CAS Roadmap and Vision

All,

Just so no one is surprised or alarmed when they see it, we've added
"Governance" as one of the items to look at for the CAS 4 roadmap (even
though it might not coincide with an actual "release").  The page will be an
exploratory page to gather ideas, thoughts, etc. about a possible governance
model for CAS (possibly, but not guaranteed to be similar to the uPortal
model).

The document has been started here, but over the new few days (weeks?) it
will be constantly evolving.  While it won't be ready for a formal public
review until then, the document is being developed transparently in the wiki
and you are a welcome to comment:
