Handling not activated user

Hi

I am using cas server my web application project. So I don't know how to handle not activated user. 
If user register our site then activation email is sent. I want if user try to login when he/she is not activated then request is redirected to page that contains warning that who is not activated and ask re-send activation email.

How can do that? Thanks for your advice.
