Character set of message*.properties

I believe the encoding must be ASCII, so the native2ascii tool must be used
to convert (its the biggest pain in the butt, if I recall correctly).
Luckily (or unluckily) my language skills beyond English, some
Spanish/English hybrid, and counting to 10 in Korean are limited so I don't
have to use it very often ;-)
