FreeBSD mod_auth_cas packaging

We do support post-commit actions, not sure if its fine-grained enough for
tags.  We would need to check with the infrastructure team.

Yes, we have plenty of space for hosting.  We already post phpCAS releases.
No reason we can't post mod_auth_cas releases.
